The report compiled by the Kvinna till Kvinna Foundation examines the EU Growth Plan for the Western Balkans, adopted by the European Union in November 2023, as well as the accompanying national reform agendas, through a gender lens. The Autonomous Women’s Center is among the organizations that contributed to the development of this report.

Although the Growth Plan aims to accelerate economic convergence with the EU, strengthen regional integration, and advance key reforms by linking financial assistance to progress in national reform agendas, the analysis reveals that gender inequalities are largely overlooked in the EU Communication on the Growth Plan.

Addressing gender inequality is essential not only for achieving justice and equality but also for unlocking the full economic and social potential of the Western Balkans. The report provides recommendations for both the EU and the Western Balkan governments.
